How relevant is the 1-119 guide in the OP? I'm looking to attempt to do rhapsodies this week while the free week is going and I'm planning on following the guide when I get home from work.

Every hour, when the minute changes from x:15 to x:16 (IRL, not in game) I dc. No r0, just straight connection error and I get booted. I'm using windower 4. Any ideas what might cause it? I never had this probably before when I played in the past.

I just came back last night after a 5ish year hiatus. I have been on Lakshmi since ps2 release, but it appears Asura is the place to be now. So I need an opinion.
I still have my old character with a nice chunk of gil, but I wanted to start a new character because nostalgia. I also dont want to pay the $18 bucks for a world transfer until I know if I am hooked.
If I get hooked I will transfer my old character over to asura so I can trade my gil back and forth when needed, but in the meantime, is it better to...
1. Play my new character on Lakshmi, with enough starter gil to do whatever I want until I decide if I'm going to play long term?
2. Start a new character on Asura, with no gil, but a larger population to get missions/quests/etc done.
TL;DR; whats higher on the priority list for a new player to at least get into 40s-50s? Access to a gil supply or a more active community?
As an experienced player, you won't need much help at all at the low levels. Trusts become accessible at level 5, the leveling experience is now completely solo through 99, and I believe all of the missions up through Adoulin and RoV are soloable.
I'd say gil access is more important than a more active community, but grain of salt, etc. I have never started fresh.
World Transfer is currently half off due to the discount campaign. Have until the 30th or so to move for $9 instead of $18.
Low level stuff is going to be largely the same regardless. The more typical thing is to use Sparks for basic armor/weapons as you need them, or to buy things to NPC for gil to turn around and buy consumable from the Curio Moogle (unlocked and expanded by doing RoV). Trusts are available and sufficient for level-appropriate missions, AF, and so on. To a fair extent, you can really just do the old-school style leveling with Trusts as your "static".
The net result of that though, is that there's remarkably little need to party up for much of anything prior to 99+. Help can make it go a little faster, but you'll not often see people stopping to try and group up. You also don't tend to get to the point where you need to stop and farm or otherwise have a lack of gil stopping you.
By the time you'd really see much benefit from a more populated server, you'd probably be better off putting the effort into your main. Or, if this is a second account entirely, doing things that benefit both characters. To me, you're best off keeping things on the same server. My experience is more the reverse from what you're looking at. I made a fresh account on Leviathan and leveled that for a bit before reactivating/transferring my existing accounts from Asura.
Is there something that will let me move these buffs closer to the pt? Also is there an addon or something that lets me see them all the time next to the players instead of only when I highlight them?

Like others already pointed out you can solo to 99 easy peasy now, active community is only important from end game and socialising point of view. Gil is a non-issue in the game until you get to the point you might want to do a relic or something. So much stuff you can either pick up for "free" now with Sparks from Records of Eminence, if you can be bothered to open treasure boxes mobs drop you pick up a ton of gear from those too and you have way more ways of making gil. With a little luck the daily goblin box will most likely set you up with all the money you need.
Only hassle I can think of is if you decide to level a job like WHM/BLM/RDM/SCH that requires a lot of spells, biggest money saver you can make there is to get the quest-reward spells by yourself as much as possible. Rest of the jobs don't really have any major additional expenses while leveling, just gear. RNG/COR can get cheap ammo from an NPC now. NIN spells are also questable and tools are available from NPC at much more reasonable rates than they used to be on Auction house. The goblin box also yields both for free but obviously randomly.
Practical advice: Records of eminence all the time. Fields of Valor all the time. Start plodding through Rhapsodies missions asap, you can do the first ones to give a key item and subjob (don't bother hunting for bloody robes or magicked skulls: unlock trusts first in your home town, grab weapon(s)/spells to last you to level 20ish and an XP ring and then kill your way to Mhaura or Selbina and go see Gilgamesh there, bonus, you get Norg access and thus jungles to level in straight up at level 20ish when you need it- I do recommend running to Jeuno too though to unlock mounts/chocobo license). The "Rhapsody in <colour>" permanent key items are your new best friend. Read up on wiki but in brief they give you XP boosts, additional trusts and cheap/more stuff from Curio Vendor Moogles. After that, just get leveling like you did in the old days except use trusts for instant party. Killing tons of decent challenge/easy prey mobs is the fastest way to go. Remember re-summon trusts every couple of dings as they don't level up with you. Take breaks to do missions, quest AF, camp NMs, anything you like. When you get to Jeuno, also unlock Adoulin access and then spend a bit of time and silent oils/prism powders running around unlocking waypoints so you can start doing deliveries and such for the coalitions for XP and bayld, Adoulin currency that you will need later on. Also unlock Mog Garden and get digging for some "free" gil.
I did end up staying on Lakshmi for the moment, the biggest cost ive seen so far was buying the maps for all the zones, that took ~300k - I used windower back in the day but I havent looked into it since I came back, If its still around, im sure there is a map plugin of some sort.
Thanks for the practical advice section though! I didnt realize trusts dont level up, but i haven't spent too much time in one place that its made a huge difference. I did already do my subjob quest (the old way) so that would have been good to know lol, took a walk to Jeuno last night to start on my choco quest. One benefit of having my old character as a mule, is if I need to go farm some spells or something I can break out my thief and send them to my new character, and I noticed now you can send rare/ex items across the same account, so I got myself a free pair of bounding boots, empress hairpin, and some other random stuff I had on my main thats good for low level jobs.

Windower has a plugin/addon called FFXIDB that gives you a mini-map, but I find it too limited to be of much use.
No probs, also in case you missed it, the choco quest wait time is now one minute between feeds and after you have done that the tarutaru in a chocobo costume across the paddock gives you the quest to unlock mounts (mini-game where you gotta do a timed run through Batallia). Plus when you get to AF stage when you do coffers you can now BUY the coffer keys from curio vendor moogles.. I wasted a whole evening of this last free login week not knowing this. There are SO MANY easy shortcuts these days.
