i had to google that for fun. interesting points on why it might be done, though i think another reason might simply be because the arms are still - the eyes are attracted to motion, so a still torso is a bit harder to notice out of the corner of your eye than flailing arms - especially if they're running toward/away from you as opposed to perpendicular.

I do wonder if it's ever been tested though against more traditional running styles, heh.

I'm pretty sure that the arm movement is good because it encourages a better form throughout the whole body that helps with momentum.

I think artists use the arms at the side thing because it evokes an image of streamlined flying.

It's also an easy way to save time and money on animation by only having to draw the bottom half of a body moving.
