i had to google that for fun. interesting points on why it might be done, though i think another reason might simply be because the arms are still - the eyes are attracted to motion, so a still torso is a bit harder to notice out of the corner of your eye than flailing arms - especially if they're running toward/away from you as opposed to perpendicular.
I do wonder if it's ever been tested though against more traditional running styles, heh.
