There are 4 slots hard programmed into the game after Fighters Pass 2 would be done that were "unlocked" by Nintendo after the release of Smash Ultimate. Smash 4 used all the slots hard programmed into the game.
Curious why Nintendo would add 4 slots if they didn't plan to use them. Though adding fighters after DLC2 finished up and Sakurai's statement of this being "the last DLC pass" can both be right. It's thought that these last 4 slots would be used for Nintendo fighters (Impa, BotW Zelda, Waluigi, Rex are popular choices), specifically for the partners who helped develop Smash Ultimate (Bamco, Sora) or something like echo fighters that may release for $2-4 instead of the usual DLC price because they are echoes.
If I had to speculate wildly I would still put money on Crash Bandicoot and either Lara Croft or Dante. I'm sure in the ideal scenario they would get a DBZ fighter to nail down the status of greatest fighting game of all time but I can't imagine DBZ letting one of their characters appear in a fighting game they don't own.

Sakurai already said that the characters have to appear in a video game first, so DBZ will not count.

To clarify, its 4 slots after the next 3 for FP2. So 7 slots are hard coded into the game still.
