They already are losing billions. Drivers (as well as all the other gig apps) are Independent Contractors in name only. The only thing you have control of is if you accept an order, and when you can go on and off. If you cancel after accepting for any reason, especially excessively you will be kicked off. Also Uber only recently allowed you to modify the base rate for minimum acceptance of rides. Before that you had to accept the rates they set, regardless of what the customer paid, which in some markets, the mileage rate was below the IRS deduction, which means they are literally subsidizing pay off of the IRS.
