As someone who was in a Cat 5 hurricane when I was 7 (andrew) and now lives in Austin with a fiance who went to grad school in Houston - you should get out. You're basically on the verge of it either being a whole lot of rain with minor floors to actually having a hurricane hit your city. Get out. It isn't worth it. Even just 2-3 hours west wold be good.
Edit: For reference - Harvey was only a 4 and totally screwed Houston. You're dealing with potentially worse in an area that isn't made for it.
I've been through 3's and 4's. They were fucking terrifying. Just go stay in Tennessee or Georgia for a few days.

I can’t stress this enough. I have a Facebook friend who is t worried hey it’s a 4 and I want to scream at them. I lived in central Florida When Andrew hit but grew up with families relocating near me that lost everything and their stories of devastation were heart breaking. People always think they’ll be fine but it’s not worth the risk
Dude Sandy was terrifying when it hit us and it wasn't even a fucking hurricane when it made landfall or whatever. Green skies and terrible sounds nope.
Sandy was hardly a Cat 1 when it hit land but that was in an area where people almost never see hurricanes so everything was amplified.

To be fair NC has plenty of hurricanes. It's made for it as much as a place can be. That's why the material of choice for houses is brick. Beyond hurricanes we get really crazy nasty storms on the regular too. I used to build houses here and in FL. Pretty much the same building codes.
Hell, our hockey team is named the Hurricanes.

If going to Georgia, stay somewhere west of macon/atlanta, because areas on the east will likely evacuate as a precaution. I been through Floyd and Matthew. The former didn't hit, but the latter did and both times we had to evacuate from the coast. They don't take risks since the coast is 8ft below sea level and a 4/5 cat can put them underwater.
