I think the problem is your arguing it doesn't exist over the semantics of what the word "culture" means.

I’ve investigated hundreds of rapes and sexual assault cases over several years. I can count on one hand the amount of times an accusation was completely fabricated.

If only there were some common medium we all shared where for decades rape and sexual assault was presented as either a joke or a precursor to consensual sex. Some kind of... I'm not sure, popular expression of culture, I suppose? Something that was built to reflect society and hundreds of millions of people would be exposed to that repeatedly enforced the notion that rape was just part of life.
Can't think of what that could be though so I guess that guy is right.

Probably about 70ish%? I would say. Another thing people need to understand, a sexual assault or rape case not going to trial doesn’t imply innocence at all. More often than not prosecutors just don’t want to touch it because there’s just not enough there to get beyond the reasonable doubt threshold. Whether certain aspects are purely circumstantial, lack of physical evidence, or victims not wanting to testify. Everything can scream guilty, but if you can’t get that smoking gun confession or damning physical evidence it probably won’t go to court unless you got a prosecutor with balls.
I’m kinda busy right now but that’s the gist of it in a nutshell.
