No, I wouldn't include them. To be clear, I don't think having ports or new ways to buy/play those old games is a bad thing. Just that if a system states it's backwards compatible, then that implies being able to use the same content license (whether physical or digital) you already own on the new device. If you need to re-purchase it, then that's not the same thing. The difference between, say, replacing a VCR with a DVD player versus replacing a DVD player with a Blu-ray player, for example.
It's possible that they could add more features to the hardware to support better emulation - the Xbox One has that to a degree, to assist with how it accomplishes BC. I guess I just would assume that if Sony wanted to do that, there seems like there'd be little in the way of at least putting PS1 emulation back in.
