Forgetting for a moment that healthcare culture in the US has morphed patients into shoppers who move from doctor to doctor until we find one willing to give us the treatment we've decided that we need.
Well, good question.
Mostly because I'm not a big enough name to piss off surgeons but I'm of the opinion that they do overdo pain meds. I'm not at liberty to give examples but some very recent ones were on opioids post- procedure just because.

Out of curiosity, how well known was the addiction factor to opiods back in the 90s? Because if doctors knew and over prescribed it anyway, then yes they definitely take some of the blame.

If this is the case, then I don’t think I’d blame them as much, but still a little. We had a system set up for failure with offices not vetting this stuff properly. I don’t think that improved until the internet really took off. Even then we still have that to a lesser degree (generics vs main brands).
I don't know what it was like to practice in the 90s, but they didn't have UpToDate and when pharmaceuticals and reps are providing studies with blatently false and misleading data, it's hard to blame doctors. Finding the time in the pre-internet and database age to research randomized controlled trials, systematic reviews, and meta analyses was probably pretty hard.
Very well known. Well before we were a putting out white papers on the subject. We have known for centuries. The issue here was the narcs that were being pushed were being marketed as less addictive. So doctors were more prone to prescribe them as opposed to shit like morphine.
