A player can increase their potential earnings by presenting less risk to the franchise by showing hey I’ve completed these advising courses and here’s a step by step plan of my future for myself and here’s how I’m mitigating risks to myself in various ways to help better ensure performance on the field.
There is a rookie symposium every year already. 2-3 hours a week is a lot. These guys already spend a ton of time practicing/lifting/watching film etc and probably aren't keen to give up some of their free time.

Cutting talent is lose/lose situation. Implementing systems that help deter that doesn’t sound like a folly investment.
Right now the talent has leverage, as you said, they can just say nah fuck it and be picked up with little penalty by another team. But if the league really wants to get their shit together they put in the appropriate systems to disallow certain behaviors through more strict consequences. To balance these consequences players are given better resources to improve their behavioral standards.
i think you're forgetting the fact that there's a cba and if it's not mandatory in the contract between the players union and league, players can pick and choose whatever the shit they feel like showing up for. it's just one more thing the league would have to bargain for, which gives the players union more power
i guarantee the players union doesn't give a shit about what you're talking about. they're all about the players that are already established, not the rookies, because that's how unions work
