Saudi nationals comprised the majority of the September 11th hijackers (though their operational leader Mohamed Atta was an Egyptian) but it wasn't 'the Saudis' so much as 'Saudis'. decentralized terrorist attack conducted without the knowledge or any kind of supervision from the Saudi State, it would be like blaming "the Americans" for the Tony Soprano hit.
that said central point stands Iraqi gov had fuck all to do with it. in truth even the Afghanistan gov had next to no knowledge of or involvement in the attack, they were simply providing haven for Al-Qaeda.
