Everything I've read are that the dolphins told him he could seek a trade as a courtesy, but they aren't interested in moving him. He won't bring a Tunsil like haul, and unlike Tunsil, who was about to get a big payday, Dolphins own Minkah for cheap. They can still exercise a 5th year option, as well as a cheap franchise tag. Minkah ain't going anywhere for less than a Kings ransom.

Even entertaining the thought of getting rid of Minkah just makes no sense to me, even if he's unhappy. He's a solid player that they have on a rookie scale contract for another 4 years. That's exactly the kind of player you want when you're rebuilding.
I wouldn't give him away for less than a 1 and a 3. He's exactly the kind of player you want on your squad. Costs nothing for years to come and is good at football.
