I never had that problem. But, I was in an EU LS and events started anywhere from 9 to 11am PST, so maybe it had to do with a lower population in sea at the time?

per ffxiah this is all it is:

quest line:
go to gumbah in bastok mines
go to zehrun mines
go to disturbed dirt at (k-9)
click again and fight nm (gobbie with rag, easy for ilvl)
go back to gumbah in bastok mines
go to brygid in bastok markets
play a dress up game where you have to copy some npcs like naji
(i picked black mud, wore wool hat, doublet, slops, ash clogs and got rank 2) remove your lockstyle btw
go to steaming sheep in port bastok and talk to Ruenda
epic long CS (i picked black mud, wore wool hat, doublet, slops, ash clogs-- npc purchases and got rank 2)
go back to brygid
