God I fucking hate our County IT division. Have a user transferring from one agency to ours. Currently the agency she is at is using first initial last name for her e-mail address. I go and create her account to get things ready and see that they also have firstname.lastname locked down as well, which is what the default is whenever an account is created. Even though first.last isn't even in the global address book, or the display e-mail (meaning they created her account, it defaulted that e-mail, then added firstinitallastname and made that the primary SMTP, display and reply address) they are saying it's now against policy to release an unused e-mail address. Even though I just literally released 6 e-mail addresses + a shared public facing e-mail from a program that transferred to another agency for support, and the county IT Division facilitated that with no issues.
To add to it, their solution is when there's a duplicate is just add a 2 (or in some cases if it's a popular name or the person has moved repeatedly through the county for transfers and promotions a 3,4,5,etc) to the back end. Never mind that as a healthcare agency, we deal with PPI and have HIPPA to answer to, and county IT don't give two shits that there is a real easy chance someone will forget to add the 2 to the e-mail when sending that sort of information over and it's going to go to a wrong (and now a non-monitored e-mail address that management could easily gain access to with a simple e-mail) pissing HIPAA off.
