there are dozens of non-genetic factors that drastically affect your iq. among those reasons is your at-home intellectual environment and the education you grew up with, both of which are highly affected by your economic status at every stage of your life

I'm not saying that the same person, X, experimentally raised in two different environments with different resources were intellectually tested and compared that their different environmental factors wouldn't affect their performance.
I'm saying that person X has a ceiling of potential, Y. Reaching Y is a matter of time, resources, effort, etc. But Y is fixed and no amount of money is going to let X push past Y to reach intelligence rating Z.
A significant amount of poor people will not reach their intellectual ceilings due to a lack of resources. But there are significant amounts of people living in poverty who, despite not having the resources to reach their ceilings, are much smarter than more wealthy persons. Because their natural-born ceilings are much higher.
Intellectual elitism may have a correlation with economic elitism, but they are not one in the same. In fact, persons born with all the advantages of wealth who still end up dumb are more worthy of contempt than those who simply has the misfortune of being born dumb.

the flynn effect is the literal opposite of what you have described. both the floor, and ceiling, of intelligence in 1st world countries across the world have gone up by a dozen or whatever points across the board from 100 years ago
if what you described were the case, our great great great grand pappies would have a chance to be more intelligent than us... they didn't. even the most intelligent of our ancestors were all morons in comparison to your average person nowadays
iq tests have been around since the early 1900s and if we all took one of those test without the standard deviation that's implemented on our current test now we'd all score 100+. every single one of us. it's just how it is
Doesn't disprove shit. The resource availability 100 years ago means that very few, if any, people reached their ceiling. Doesn't disprove the existence of an actual ceiling or that those ceilings exist regardless of wealth.
Potential is innate. Other things are necessary to reach one's full potential, and wealth correlates very well with the availability of those things, but money can't fix stupid. Trump is a perfect example of that.
