You could have said that a year ago. But according to Beth, now Raquel is Dakota's "meal ticket". There's no eyeroll big enough for that line by her. A case could be made that Dakota was the most important person in that division for the bulk of last year, and her reward was an hour reign as tag champion and now getting beat up as an obstacle for people on their way to Raquel.
