The individual mandate was there up until Congress was able to remove it early on during Trump's admin. Since it hasn't been reimplemented, it's mostly bullshit since you didn't have a penalty anymore in almost every state except for like 4. Even before it's removal there were exemptions to it, like being unemployed or too poor. I think the penalty ended up being less than if you had insurance anyway.

I feel like after 4 years of Trump, that exchange seems more malicious than the nothing burger it's meant to be. Mainly cause the readouts are actually a thing again after being on hiatus under Trump so the reporter was asking a question that was already answered officially. Granted, I don't know if the readout was released by the time of that presser. I'll hold onto my furrowed eyebrows for now until he makes it a habit.
