he's saying robinson will force a trade regardless if the bears want to do that or not

the bears needed to tag him to have any hope of trading for deshaun, they'll need as many assets as possible. and if that falls through, whatever. he's still a good receiver to have on your team... unless he doesn't want to play for you lol
