I thought the ARPA was on the 2020-2021 fiscal year budget resolution, the infrastructure would be on the 2021-2022 budget resolution, and then next year they could pass one for the 2022-2023 fiscal year (which begins October 1st, 2022)?

3 "types" per year but usually all 3 "types" are in a single bill. 1 per fiscal year budget. However, I believe the House didn't do a reconciliation bill for the budget year we are currently in, so the bill that just passed was in this year's eligibility. Since there's 2 more budget fiscal years beginning between now and the midterm elections, they could do it two more times.
