LA County Department of Public Health is strongly recommending masking for all in public indoor settings - vaccinated and unvaccinated - because of the growing infections of the Delta variant. This guidance follows the WHO recommendations that vaccinated individuals wear masks in public.
This all comes from Israel's recent breakthrough infections of the delta variant. Good news is that those infected with delta and vaccinated are not likely to require hospitalization. Bad news is that delta can still spread.
WHO's messaging was specifically for pockets of the world with low vaccination rates, hence their name, the World Health Organization. I can understand a municipality recommending them until they see the potential impact (or more likely, the lack thereof) on their community.
CA has a lot more of Delta than anywhere else. Doesn't appear to be translating to more cases though - they also have a lot more vaccines than, well, almost anywhere else too.
Anywhere with even a decent vaccination rate shouldn't have much anxiety from this. Maybe be a bit more cautious with your kids for now.
There have been breakthrough infections in LA county. Small enough data set but the county want's to get ahead of this since there are pockets of the county with lower vaccination rates. 49 infections were from the NE part of the county in the areas of Lancaster and Palmdale.

Of the 123 people in L.A. County confirmed to have been infected with the Delta variant thus far, 110 were unvaccinated and three were partially vaccinated. There were two hospitalizations among people in this group.
Cases involving the variant have been found in 10 fully vaccinated individuals, none of whom ended up needing hospital care.
“For the very small numbers of people that may end up in fact with a breakthrough vaccination case, they really did not have serious illness,” L.A. County Public Health Director Barbara Ferrer noted last week.
