I'm pretty sure that technically speaking paid TV channels like TNT aren't actually required to follow censorship rules.
But it wasn't until South Park that networks decided to actually start allowing fuck and whatnot make it on air.
The rules and their application seem pretty nebulous, sometimes I hear fucks still beeped out on Adult Swim and Comedy Central and sometimes they aren't. Maybe it depends on the time? Like after midnight the guidelines loosen up.
Cable can do it whenever they want, but if sponsors don’t like it because of moral reasons or complaints from customers that is always a risk.
Broadcast can do it from 10pm-6am technically, it is known as the “safe harbor” time, ie a reasonable assumption that school aged children would not be watching.
The FCC only issues fines if enough people complain.
It's primarily an advertiser thing. Don't want there product being associated with something unsavory.
