Off the top of my head I want to say Gausman was slightly better in 2021
Gausman was carried by his first half this year. His last 3 years have been better than Ray's, but if he doesn't develop a consistent third pitch, the second the AL learns to not bite on the splitter, he's going to get hammered.
Giants are finalizing a contract with Cobb. No terms leaked yet, but I'm guessing a 1 year with maybe an option.
That would give us a front four of Webb, Disco, Wood and Cobb, and we can probably grab some reclamation project off the scrap heap and turn them into a cy young contender for our fifth.
Now we just need to focus on the offensive side of the game.

I believe the largest impasse is related to the number of years before a player is eligible for free agency. I don't even think they got to the universal DH part of the conversation.
It is pretty crazy how long a player is under control initially by the team. It might be the worst out of all the sports. If you're not signed to a huge contract as a prospect, you're basically eating ramen noodles for six(?) years and then dealing with arbitration for the next two(?) regardless of the stats you're putting out.
My number of years might be off but you get the point.
