Oh and it looks like the character in the pictures is wearing RDM AF2, so no lvl cap.

You can't get to Sea yet, its not actually open. I've cleared all the missions currently out there, nothing yet, still waiting for the big update that puts it into the game.

Altaleu is " Gods Captal" which shows up in promathia missions.
You can hear the word in the missions and the word is an important part of the story of promathia, and they are sure that they will add it as crimax part of the story.

that ariticle also says that show made them sure Altaleu is on promathia story line. it means you will be able to enter when you cleared promathia missions.

Google has a site that does online translations. I went there and translated the site, and it pretty much talks about that the place hasn't been written into the story yet, but it is supposed to be part of the final chapter.
