wat's the minimal level of cloth sub for making austere's robe?
after going another 1/20 on skill ups with panzer mask again, i am thinking of making austere's robe and selling it back for a decent loss until my funds go out or narishima vest

Well generally you can tell what a subcraft skill by looking at that crafts item, the sub level need is usually close to that item's cap. But in this case Rainbow Cloth caps at 80, and obviously you can't have your sub that high, so I don't know what to tell you.

Ok, like for the Austers robe, the items needed are..

Rainbow Thread
Wool Cloth
Rainbow Cloth
Undead Skin
Ram Leather
Tarasque Skin
Yowie Skin
Velvet Robe

The bolded ones being an item from Clothcraft, hence you needing a subskill. Usually one can go by that items skill cap in it's respective craft. So the highest item from the clothcraft ingredients cap at 80. This does not always hold true(like this case), but it's a good rule of thumb if you can't find out the subcraft skill needed.
