Simple question about japanese ime

I have the Japanese IME installed on my comp and I can type and read web pages / word documents in japanese, but when I go to install a Japanese program, all of the installer pages come up as tons of question marks. Is there another program I need to get for the text displayed to come up in Japanese instead of all ?????? Thanks !

That shouldn't happen unless it's a language other then Japanese. It could be chinese or korean. But I wouldn't know.

You made sure all the necessary selections in the Language settings in your control panel are checked? Remember to check the 'East Asian Languages' tab but the one above it unchecked. But honestly, computers aren't my forte.
