Because I know SE sometimes put's items in the DATs to be released later in another patch or whatever. Heard a rumor that it drops from the new mammets ENM, but have not had a chance to do that myself yet.

Talk to Justinius in the safehold and he'll give you the flag; just agree to go on patrol. You'll have to head out to Monarch Linn though.

Unless there is some other Mammet fight I don't know about, that should be the one. I've heard it comes from there as well; though my guess would be sea......as with most of the equips from the patch!
