??? should appear during rse week in gusgen/shakhrami/ordelles and if you're that race you can pop some gimp NM (supposedly... don't know anyone that's actually gotten one of these)

they drop from the same NM that drops swift belt, but you gotta pop the swift belt NM as elvaan so that the elvaan version pops

??? during RSE week, go to your RSE area and touch the ???. Some people however arent getting their NM to pop, so still some confusion
