New spells will be added for expansion through merit.
Cure costs 8 mp.
Maybe you can learn cure through merit?
Ungur Boomerang gives 8 mp.

Seeing as how they are adjusting the system to allow new spells, I doubt they will be lvl 75 spells.
I'd imagine a spell list of general spells for lower lvls. And you could only use certain spells at a certain lvl.

To me it sounds like the latter...but i don't know that they will let you *cap* both, but maybe just add 3-4 to the cap. Anything would be sweet but the ability to cap both would be utterly insane. Each area will still max at 5. What they will do is allow you more different choises in this area. Example: If you have 5 Thunder on blm, you can get (however many they add) Ice merits too.
HP/Stats/Skills:
Each area will have it's amount raised (6 elemental -> (whatever the new number will be) elemental) and the max will be raised too. Stats will probably go from 4->5 and hp/mp 7->10 or so, etc.

No the cap for job specific stuff will still be 5. So assuming you have 5 attack right now.. that will still be maxed at 5. Except now you will able to get accuracy upto 5 (or whatever amount they allow) as well.
