~2hrs figuring it out, reward from picking snare tool.... Hi-Ether!
I got a Hi-Potion after choosing the Lead Guardsman's ID. Don't know if this affects it at all but Yoli got jailed once.
Incidentally to free a jailed person talk to Ferghus in the Eatery and then Folzen by the guild. At least that's what worked for me. Then I just continued with the quest.
Any more details like where to start?
I choose Bards Harp....I keep getting 10 gil for recalling the guards past. Oh and the quest starts in Metalworks from Salim.
A friend of mine picked the Lucky Charm and he got the Key Belt that dispenses Skeleton Keys. I also got a Hi-Ether from doing snares.
What did he do with the lucky charm.

Holy crap that was a insane quest.
Hungry Wolf (Guild Kitchen 2nd floor) can give you a hint on what order to press the Switchs.
If one of your gang gets captured, talk with the hume that is at the same table of Hungry Wolf in the kitchen, then talk with the Galka in front of the kiln where the large switch is. But if they get caught 2 of the same one the quest ends.
If you use the lucky charm, be warned if you go against the Galka in the crimson and he is at the correct switch that is when the charm only works.
I wonder if this is going to be a quest you can do every conquest update. (I got a message that I wasn't ready to use the "???" option yet, so that may mean it is repeatable.)
When I did it there were two guards, one says that he can't wait to get the thief so he can get a drink (or two or three), the other says he can't wait to get his hands on the thief. Use the Taru for the guard who wants the drink and Luto for the one who wants to catch the Thief. (I think saying something cleaver may work on moth of them, but I tended to let them do all of the dirty work.)
Also, what races were the guards for you guys? They were all galkas for me, I'm wondering if it has to do with your NPC's race. (If it is even tied into you NPC at all.)
All in all, it was a fun quest.
Guards stay galka on all but become 3 galkas on the Lucky Charm choice.
Plus I noticed on the diffrent choices that there will be a diffrent npc for them that could possably do something.
I am gonna try to get that quest again today (I finished it @ 4 am last night and got a Key Ring belt Woot Steal +1 for a waist item ^^ and 5 free Skeleton keys)
Another thing I was wondering about, is this quest NPC related? Both of the characters in the quest are heavily involved in the NPC quests, do you need a certain amount of bond to unlock it? Are people who have not done the NPC quest able to unlock Bait and Switch?
Do you get to make use of the Costume Kit you got from the NPC quests here?

Pick your item (see below for reward)
Talk to the following NPC's for hints on what order to hit the switches: Striking Snake, Helmut, Folzen, Durha, Hungry Wolf.
Get a pencil and paper, and attempt to use your brain for once in your misterable lives.
Decipher the order.
Examine the switches (locations below) and get ready to deal with Galkas(THEY STUPID LOL):
If the galka wants a drink, send the taru.
If the galka wants thieves, send Luto.
