999 is the last (or 2nd last, depending on which way you think) number you can random of a roll.
He did that twice.
However, it did not stop there, the next roll went all the way to the other side of the spectrum to roll a 0.

Btw, there's no such thing as a "random number generator", as most programs use an algorithm to calculate the number produced. Oftentimes, it uses time as a check factor in determining which number to produce.

In short, it doesn't just pick a number out of thin air, it goes through a mathematical process to produce a number, and is therefore not truly random.

The RNG used by FFXI appears to not even conform to the standards of "pseudo-randomness", which is about as weak as you can get and still be able to get a way with calling it random. I find this humorous, since they need only call the C function rand() to generate a pseudo-random number. Instead it seems they opted to create their own custom "random" number generator that exhibits certain generational patterns and trends.
