The BBB isn't a policing agency. In practice it's little more than a Consumer Reports for businesses.

Working in tech support, I [Mute]+LoL at any customer that says they're going to "Go to the Better Business Bureau and write a scathing report", Then usually give them a 15 min "Penalty Hold" while I "Investigate their issue further"
