Minor problem with those calculations is it takes ~70-80 attack (numbers vary with situation) to boost/reduce the damage delt per hit by 10 points, and even replacing every slot of haste gear with attack you're not going to get that much attack on most jobs (if any). It'd be more accurate to make it like a 3-5 damage difference between attack with 0 haste and attack with 20% haste, which would put haste way ahead with the numbers you mentioned.
In addition that's not even counting the larger number of weapon skills you'll produce.
