Re-read those chapters and Kensei doesn't tell Hisagi to use bankai. He was telling him he needs to learn to obtain it, hence why he was having Mashiro attack him. Hisagi even started to say that he can't just up and use a Bankai.

The bigger one is his Shinigami zanpakuto, and Zangetsu is his hollow. They are one in the same, so it makes complete sense that the big one would draw out hollow powers.

Yup. What Serra posted. It's his quincy and hollow powers that are directly related with one another, as it was explained during the Isshin flashback. I'm paraphrasing this portion of the explanation by zero squad sword forging guy, but the reason Zangetsu looked like Ywach was because Shirosaki was suppressing his shinigami side. Thus why it's appearance mimic'd the quincy progenitor. Zangetsu should technically look completely different now.
