Well there is the fact that in the past when his petals were getting low he's made statements that implied he needed to finish the fight before they were gone definitely suggesting that it was more of a time limit to a power down than a power up. Plus some of those harder fights would've been so much easier if he had just stalled until he got there. Clearly he's just a Toys R Us kid

Before this arc, Hitsugaya's bankai was incomplete, and would disappear when the petals vanished. In the time skip after the Arrancar arc, he mastered it, so that no longer happens, and his bankai becomes much more powerful when the petals disappear instead.

Somewhat similar, but Rukia's was a danger to herself and could only be used for a limited time. It also seemed to cause pretty much instant death as the opponent crumbles from being frozen to absolute zero.

Hitsu's sword manipulates water in all its forms, drawing directly upon vapor from the atmosphere to manifest ice. As we saw years ago, his abilities most resemble Halibel's.

Rukia's sword literally reduces the energy transfer in all matter surrounding her (including herself & her target) to near Absolute Zero (0 K); i.e., her target's and her own temperature drops only as a byproduct of her ability, she has no direct sway on temperature.
