Verify a page it happens on consistently than report it here..
I can double check everyones sig on that page to make sure they are legit.
That being said, phpBB is kind of insecure when it comes to img tags. It only verifies that the file has a .gif .png etc type extension, but there is nothing from serving something else and in theory you could sneak javascript in there.
Like my sig for example is a php script which runs a php script and outputs the resulting image, but it only appears as a image because of the header("Content Type: ");.
I have a friend who uses this type of trick to run some myspace related services that try to identify and track people so only the person's friends can visit their offsite photo album. I don't really know how it works because i've never taken the time to look at any of that.
The more likely situation is you have some spyware on your computer that is randomly throwing popups out anyway no matter what page you visit.

userbars is a german site. It looks like someone (group) hacked the DNS entry for it so it resolves to loopback (your machine) instead of the actual server. The reason so people are getting a popup is that they probably have a webserver installed on their own machine and its trying to log them in to themself...
