Sanction and Nation-control items

So I've always been under the impression that items with 'Outside nation's control' requirements would only work with Signet, not Sanction. But I'm soloing here in Sea and my Presidential Hairpin (regen outside nation's control) is fully active with Sanction on so obviously thats not the case. Has it always been like this and I just never noticed or got it wrong, or was it changed at some point?

It's been like that since ToAU came out. They just don't work in ToAU zones, regardless of Santion or Signet.

Sure, nothing CP related works properly in ToAU, but you're right that it's odd how the CP things do not work consistently with sanction/signet.

I have the Rep. Medal (+50mp when outside bastok control), and if I'm in OLD areas it does seem I normally need signet for it to work. But sometimes it doesn't. And sometimes I've had signet on and it's NOT working, so I've removed/re-equipped the item and then it does work.

Maybe I'll play around with it more later.

Same for me. I've given up on it because of that. I've even sent bug report to SE and never get a reply. I don't know exactly how it works, but its like a buggy set of items maybe related to something like current holder based on conquest. I've definately seen it not work and work in Jeuno on seperate occasions.

Even more of a glitch, if you zone to a ToA area, sometimes the bonus stays on, but if you remove it and replace it doesn't come on. Same goes for CoP areas.

Basically, don't rely on the item if it has nation control in it.

In all areas not under control by nation except ToAU - signet = doesn't work
In all areas not under control by nation (except ToAU) + signet = work

In ToAU - doesn't work at all.

One of my favourite items became about 65% less useful with the introduction of ToAU. I still use it but hardly to the same extent that I did before

Question I have yet to see answered definitively: Do "Citizen of Windurst" items work in ToAU zones/with sanction? There are very few useful items with this, but I was slightly curious.

nation based items have always been a piece of shit for the very reason mentionned above.

it should just be changed to "Signet/Sanction and not beastmen controlled: stat bonus". In regards to ToAU, they would be active with Sanction as long as you have the AC.
