i don't know much about computers but i switched from my labtop to my pc last night.
my labtop has 2.0 Ghz processor with a current graphics card
my pc has a 3.2ghz process with an old graphics card
my labtop tends to run at 28.9 fps but still feels slow
on my pc last night i noticed that most of the time i was running at 15fps and it was still going faster than my labtop does.
i'm not sure if this means anything but i thought i'd throw that out there

A CPU bound process doesn't necessarily implies an emulated process
It just implies that the PS2's graphics architecture is so unmanageable that the PC port of FFXI relies so heavy on CPU processing because existing code base could not be made to work with PC VPUs.Originally Posted by VZX

FFXI is forced mostly through CPU, even though its technically not an "emulation" most systems that do what it does are considered that
PS2 offers more direct graphics hardware access than older PCs do. That's why instead of tossing complex (multi-pass) effects at the videocard to achieve stuff you'd normally need specialised vertex/pixel shaders for, they have to be calculated on the CPU - it's completely for the sake of PC compatibility.
It's not an emulation, it's not an indication of fallacy of the PS2, it's a porting issue.
