Haste/Fast Cast Question

Ok, this is for a friend because she wanted more people to confirm what I said and what she believes to be true as well. The question is:

Does Haste make you cast faster?

I am not talking recast timers, I am talking actually lowering cast times. Obviously, I said no it does not make you cast faster and she agrees however there are a few RDMs in her LS, who I would think know the proper answer but apparently do not.

They are saying, Haste in fact lowers your cast time.

Anyways, it's in the newb forum and it's just to settle a silly dispute so post away. I would be quite shocked if anyone here actually said it lowers casting time because I have never in my life seen that.

I have ALWAYS thought Haste had NO affect on casting whatsoever.

Never did a damn thing for ichi as RDM/NIN that didn't all ready happen with out haste on.

besides timers of course.

It's not that hard to see...

1. cast stoneskin (since long casting time) and see what % it goes off at.

2. caste haste on yourself.

3. cast stoneskin again and see what % it goes off at.

4. get naked.
