No, i don't assume it's a black guy. As I said before i'm pretty sure a white guy made the peppers one, and probably all the ripoff's or whatever you want to call it were too most likely. I used the term "black guy" for added effect. BTW learn the difference between racism and stereotyping.

Personally I liked some of the newer ones more than the peppers. With all of them I just imagine my own voice yelling the whole ad. The whole joke is the idea of shouting an ad about something that makes no sense to shout about. Also, the idea of a stoner calling Neo on his bananaphone was a decently funny direction to take it.
