Problem with vista! Programs folder in start menu

The picture pretty much explains itself! This folder has never showed up before until now! I cannot find anything on google about it and if I hide it then it hides everything else so it really is the "Programs" folder where all of my start menu items are stored. Please help me get rid of this bg! Thank you!

Restart and it should go away.

if restart doesn't fix it, just figure out where it belongs in documents and settings and just paste it there.
