Yes, the refs are absolute fucking morons for blowing the whistles. I'm pretty sure they're supposed to let a play play out if the outcome is unsure. They blew the whistles because they thought it hit the ground, when it didn't.

Although there were 1-2 colts involved in the play at the end, I'm guessing a good chunk of them quit playing once they heard the whistle. No point in chasing the ball on a dead play. It's the only way to deal with an inadvertent whistle like that.
