Played and beat it a while back, good stuff.

As for the infinite loop, you need to put one on the top and directly under it so you keep falling, then as you are falling reshoot the top portal to the right of the ground next to where you want to go, you will fall through the bottom and fly up the top.

I can't beat level 37 whatever i try.

I keep running into a bug where if i pass through a the same portal thats been used to move an energy ball, i get zapped even if the evergy ball is far away.

Yes! :D But I worked it out about 20 minutes after I made that 2nd edit, figured it wasn't worth another, lol
