It all depends on whether or not it requires WotG to be installed to do the quest (I'm assuming not personally). If it doesn't require the expansion, it will be turned on Monday.

And I'm assuming they'll spread the 70 and 80 updates across two patches, seeing how they only mentioned 70 previously.

Nothing is stopping SE from having a RARE/EX item required for the gobbiebag quests. I in fact expect it.

It was already confirmed to be a B-rating with 196 skill at level 60.

Most likly the gobbie bag items will drop off of expansion mobs but can be sold on the AH. Each quest only gives you 5 more items so they probably have 2 quests.
