Job exclusive merit question.

Sorry this may be a newbie question(thus the reason i posted it in this forum <.<), but i don't play on PC and can't test this my self with windower tools.
When i merit my Cure casting time with my whm, does it carry over to other jobs? say when i play as blm/whm, or I lv my sch sub job?
I only have 1 merit into it so far and it's hard to tell a 4% difference just by watching my character cast it.
Also if i merited my elemental seal on blm, would that carry over to whm/blm?
