To elaborate, the England managers need to stop playing him and Gerrard together in midfield. Have one sub for the other, alternate them, play Gerrard as a converted striker behind Rooney/Ower, whatever.
That, and the fact he didn't see any serious playing time on the national squad until after his move to Chelsea, makes him an example of how playing for the Big Four makes or breaks your international career more than skill.
