269 base Throwing, a myriad of gear with Throwing Skill, ranged accuracy and attack, and these 4 dudes with 100% drop rate:

Edit: reminder, Culverin +1 and Heavy Shell combination only has a total of DMG:150~
while there is alot of those winds floating around, they have a use that in many causes people don't just go throwing them at anything. But sometimes people do for fun (done it myself, like 1000+ damage to some bee in south gustaberg)
they could always ton the damage on winds down also: I always thought it was odd that you pretty much gotta force some rng or nin who is throwing a wind to pull hate right at the start of the fight because of the damage inflicted from removing their additional effect damage.
I can't really call it broken because you can do 4... Max since they are rare.
DRK can do more than that in a zerg, so let the Ninjas have their wind WSes.
If throwing WS would be broken for anything it would be the fact that you can change ammo and not lose TP. Which would allow you to basically TP in the lowest delay weapon for the fastest TP gain, and then WS in the highest damage weapon for high WS.
Fixing that would be a pain in the ass too, because if they just make you lose TP for changing ammo on anything that isn't a bolt/arrow/bullet it would really suck for other melee jobs.
My observation wasn't about the NIN's role as a damage dealer at all, but instead in regard to the sizable enmity spike the user would receive from landing such a powerful (entirely theoretical) attack. With 312 Throwing Skill (269 Base + 27 in gear + 16 in merits) and a profound amount of ranged accuracy and ranged attack at its disposal, it would allow for a mere Icarus Wing and a gear swap (if there wasn't already time to build TP to 300% regardless, as at most HNM camps) to turn any NIN into a monster's immediate center of attention (...unless joining a battle mid-fight or whatever). One possible application might be determining exactly just how come Ixion truly is...

I believe they planned NIN to be something similar to what Corsair is now. A support character that can deal damage. They just failed to realize that unless the support does buffs its pretty fail. They had Slow 2 and Blind 2 a long time before RDMs did and they get it about 30-40 levels earlier. They can debuff as well as lower magic resistance to support pt to its fullest. It's just that since people realized Utsusemi is rape and they can deal good damage that people started to tank with it. So instead of thinking of a new Tank job they supported the decision of the players since they did the work for them in a sense.
