Running FFXI's Official Windowed Mode on Windower

I couldn't convince my laptop to start working properly a while back, so I didn't install FFXI - rather copy/pasted all the files & changed the registry values. Now whenever I open windower FFXI, once it gets to FFXI, there's all this pixelated crap outlining the edges. I'm guessing it's because FFXI is running on "official windowed mode?" Given that I didn't install, I can't find the "FFXI Configuration Tool" -- any way around installing just to fix this and get rid of the outlined junk?

Edit: damnit...it doesn't look like an NA one, which is wierd. I can't find the "windowed mode" to uncheck

Edit2: Found it (ToolsUS) but the "Start in windowed mode" is unchecked as is, but still keeps happening -- maybe I misunderstood, it's supposed to be checked?
