Looking into it, I think that there is a good chance it's just a windows thing.

Control panel -> Parental Controls -> Click on user -> Time limits

If it is on the windows machine, you can change the BIOS clock, which will confuse Windows so long as it doesn't update the time via the internet.

I believe the windows parental block, will restrict access on the account to even logging in.

The op is just having his internet restricted, nothing really restricted in the OS.

vista is sooooooooooo freaking easy to break though... you just need ONE linux live cd

basically you mount the hd, go into the windows folder, change Utilmon.exe to cmd.exe (ie cp Utilman.exe Utilman-bak.exe , cp cmd.exe Utilman.exe) then reboot back into windows, at the logon screen you Win+U to bring up the on screen shit (for the impaired etc) only it brings up the cmd prompt, type explorer and BOOM you have system level access>.>
