he doesn't own a computer or some shit (i know, lol) and he changed nations and the OP NPC list shows all of his old OPs but he can't use any of them, anyone switched since they changed it?

Did he switch a nation where he previously had those OPs, or to a nation where he had done no OP quests? Pretty sure that your OPs are only stored for the nation where you did the quests.

You have to repeat the supply quests for your new nation.

If he switches back, he gets his old outposts back.

It's like they described it in the patch notes.
