Take VRS, import the new bitmap, apply it, and scale the UV dimensions to reflect the new size.

I would assume you're referring to the Soul Edge. In an attempt to see what made that particular .dat (the Soul Edge that Nightmare uses in Soulcalibur) look so good, I broke it open.
